Electric Bicycles Originating from China
The Implementing Regulation was modified to include bicycles with pedal assistance and equipped with an auxiliary electric motor among the products affected by anti-dumping measures. Specifically, it refers to products classified under TARIC code 8711 60 90 10, which covers various types of electric bicycles.
According to the Basic Regulation, the normal value of each type of product was determined based on the actual selling price (ex-works). After analyzing the trend of imports and their market share, customs authorities were urged to take appropriate measures for a period of six months from July 17, 2018.
Steel Products from China
Similarly, it was agreed to impose provisional measures on imports of certain steel products from China. Specifically, the following categories were affected:
- Non-alloy wire
- Stainless steel wire rod, non-alloy or alloyed
- Rebar
- Hot-rolled non-alloy or alloyed steel sheets and strips
- Cold-rolled non-alloy or alloyed steel sheets
- Magnetic sheets other than grain-oriented electrical steel
- Metallic or organic coated sheets
- Quarto plates, non-alloy or alloyed
- Hot-rolled or cold-rolled stainless steel sheets and strips
- Commercial rolled products and light profiles, non-alloy or alloyed
- Stainless steel rolled products and light profiles
- Iron or non-alloy steel profiles
- Hollow sections
- Line tin products
- Sheet piling
- Seamless stainless steel tubes
- Support tubes, gas tubes, thick-walled welded tubes, and other welded tubes
One of the reasons for including these products in anti-dumping measures was the negative international impact of the protectionist measures taken by the United States in recent months.
Given the severity of the current circumstances in the steel sector, it was deemed appropriate to calculate a provisional deterrent tariff of 25%, which will be applied for 200 calendar days from the entry into force of the Regulation.
Ironing Boards Originating from China
Ironing boards are another product affected by anti-dumping measures that were nearing expiration. The announcement in the Official Journal of the European Union establishes a definitive anti-dumping duty for ironing boards with or without independent support, with boards equipped with steam absorption, heating, or blowing systems, including sleeve boards, legs, boards, and iron rests. The products correspond to the following TARIC codes:
- 3924 90 00 10
- 4421 99 99 10
- 7323 93 00 10
- 7323 99 00 10
- 8516 79 70 10
- 8516 90 00 51
Crystalline Silicon Photovoltaic Modules from China, Malaysia, and Taiwan
The Commission Implementing Regulation (EU) 2018/1017 of July 18, 2018, amended previous regulations establishing definitive countervailing and anti-dumping duties on imports of crystalline silicon photovoltaic modules and key components from China, Malaysia, and Taiwan.
In the case of crystalline silicon photovoltaic modules, the European Commission’s investigations led to an order for customs authorities to end the registration of imports from a specific list of companies benefiting from an exemption regarding the extended measures for the rest.
