What is the Integrated Industrial Registry (RII)?

The Integrated Industrial Registry (RII) is an informational and state-wide registry attached to the MINECO. This registry responds to the requirements of the Directive 2012/19/EU, of July 4, 2012, on waste electrical and electronic equipment. This directive maintains the state registry in each of the Member States.

Recent Changes

On January 16, 2023, according to Royal Decree 993/2022, new measures RoHS (Restriction of Hazardous Substances) and RII WEEE (Integrated Industrial Registry and Registry of Electrical and Electronic Equipment) came into force. This new regulation addresses control measures on hazardous substances and imported electrical appliances.

Obligations for Importers

Those responsible for introducing electrical and electronic equipment (EEE) and batteries into the EU market must comply with the obligation to be registered in the Integrated Industrial Registry (RII). Additionally, they must ensure the proper environmental management of their waste.

Application Guide and Obligations

Royal Decree 110/2015, of February 20, on waste electrical and electronic equipment (RD WEEE), assigns certain functions to the Integrated Industrial Registry (RII) and establishes the obligations that producers or their authorized representatives must fulfill.

Products Affected by RoHS and WEEE Controls

Electrical and Electronic Equipment (EEE)

RoHS and WEEE controls primarily affect electrical and electronic equipment. These can include, but are not limited to:

  • Home appliances such as refrigerators, washing machines, microwaves, vacuum cleaners, etc.
  • Entertainment devices such as televisions, radios, music systems, etc.
  • Power tools such as drills, electric saws, etc.
  • IT and telecommunications equipment such as computers, mobile phones, printers, etc.
  • Electronic toys, sports, and leisure equipment that require electricity or batteries to function.

Batteries and Accumulators

In addition to EEE, batteries and accumulators are also subject to these controls. This includes:

  • Alkaline and lithium batteries.
  • Rechargeable batteries such as those used in laptops, mobile phones, cameras, etc.
  • Accumulators for vehicles and energy storage systems.

Single Entry Point (PUE) ROHS/WEEE

To facilitate the registration and control process, a system has been enabled for authorized operators, allowing them to request ROHS/WEEE control even before a customs declaration exists.
